Heger contends that "the institution of an independent, twice daily, perpetual incense celebration on a particular golden altar" (Exodus 30) is actually a postexilic institution. Only during the late Second Temple period did this separate ritual assume such importance that the hiphil of the verb qtr could be used of both incense and 'ols sacrifices.
