Two years ago, the International Labour Office (ILO) sought our advice in making ILO-managed European Community aid projects more consistent with the priorities and values of tribal communities in the Philippines. The ILO Convention on Indigenous and Tribal Peoples, 1989 (No. 169), recognizes the right of these peoples "to determine their own priorities for the process of development." Our assignment was to visit ILO-assisted tribal communities and help them devise their own "culturally appropriate indicators of development."
