At midnight on August 8, 1992, Lieutenant Ronnie Hill of the Tennessee Highway Patrol, acting on his own initiative and authority, established and supervised a roadblock in Hamilton County, Tennessee.1 He gave no prior public notice of the roadblock's existence or its time and location.2 Hill claimed to have operated the roadblock in compliance with existing written guidelines for drivers' license checks.3 The group of officers conducting the roadblock, however, was comprised almost exclusively of city and county DUI task force officers, and a mobile breathalyzer unit was on site.4 During the ...
