When Larry Parrish left as Orange County chief administrator in 1989 for a higher-paying job with Dennis Carpenter's lobbying firm, there were many well-wishes, just a little grousing about unresolved issues and an expressed desire by the supervisors to find a replacement who was more take-charge.
