I. INTRODUCTION

John Harold Mena was a Colombian drug dealer who helped organize the assassination of a journalist in New York City.1 He was arrested by federal authorities in 1992, and he bargained a life sentence down to eighteen years in a federal prison2 by testifying against his Colom bian drug mafia bosses.3 As part of his agreement with the Drug Enforcement Administration (DEA), agents allegedly promised Mena that his family members in Colombia would be protected from retaliation.4 However, since Mena's testimony, five of his family members have been violently killed.
