The workshop was jointly convened by the Brookings Institution (Washington, D.C.), the United Nations High Commissioner for Refugees (UNHCR) and the Organization of African Unity (OAU). The primary purpose of the workshop was to focus attention on the problem of internal displacement in Africa and to identify ways of improving the response to that problem at the national, regional and international levels. More specifically, the workshop was intended:

to promote the dissemination and application of the Guiding Principles on Internal Displacement throughout the African continent;
