INTRODUCTION One of the cornerstones of Canadian foreign policy throughout the 1970s and early 1980s was government support for the Third United Nations Conference on the Law of the Sea (UNCLOS III). Canadian involvement was extensive and generally thought to be successful in terms of immediate Canadian objectives and providing support for a more equitable and progressive international order.
