Abstract
A complex community initiative such as Sure Start is concerned with improving and enhancing services such as child care, health care and access, family support, economic development, adult education and training and family focused recreation. Areas defined by government as deprived can bid for Sure Start government funding. As a comprehensive, complex initiative Sure Start has a focus on the needs of the nought to four age group and includes the wider ideals of family support utilised in other international early intervention programmes.
