When confronted with a sticky situation In a game or sport, is it proper for one to quit?

The National Committee for Quality Assurance uncovered a troubling indicator when compiling its Quality Compass 1998 and releasing its "1998 State of Managed Care Quality" report. Some plans were unwilling to have their performance data released publicly this year (see Focus on Quality, page 33). Seems that last year some news organizations used the data generated from the report to rank the lowest plans, showing them in an unfavorable light.
