INTRODUCTION

American are inveterate reformers. Their belief in the efficacy of reform dates back to at least the Declaration of Independence and one could probably make the case that the so-called Mayflower Compact constituted a reform of the original charter governing the Crown's peripatetic passengers (Lutz, 1988).
