WASHINGTON - Wouldn't it be ironic if successful treatment for epidermolysis bullosa, a genetic disorder that virtually tortures more than 100,000 Americans each year, resulted from military medicine research necessitated because of the use of chemical weapons such as mustard gas?

That's exactly what those victims, many of them children, are hoping will occur if Congress approves the $290.1 billion House Appropriations Committee spending bill for the departments of labor, education, and health and human services.
