Food is necessary for health yet there is increasing evidence that those who are on low wages or benefits for long periods cannot afford to purchase basic, appropriate food. Food has therefore become a marker of social exclusion. Food security is a complex issue that requires a flexible approach by central and local government, local groups and the private sector as well as the food insecure themselves.
