I. INTRODUCTION

Following China's recent accession to the World Trade Organization (WTO) and a successful ministerial meeting in Doha, the WTO has been given much needed lifeblood after the debacle of Seattle. With 144 members and counting, the vast majority of which are developing countr ies, the longevity and the continued relevance of the WTO will turn in equal parts on its ability to facilitate broad-based economic growth through trade liberalization and to resolve trade disputes between member countries.
