For years, powerplant crews have been making equipment modifications or upgrades in the name of improving plant performance. Because management insists on some form of return-on-investment analysis before expending the capital, specific promises are made--such as "the changes are expected to improve heat rate by 200 Btu/kWh," or "load-following ability will be enhanced by 20%," or "steam temperature control will be improved by 5 degrees F."
