I. INTRODUCTION

Title IX of the Education Amendments of 1972 prohibits discrimination on the basis of sex in federally funded programs. With respect to intercollegiate athletics, Title IX has been interpreted by the Office for Civil Rights (OCR) and by the courts as requiring that schools provide their female and male students with varsity athletic opportunities in proportion to their numbers in the undergraduate population.
