President Clinton wants to create an International Criminal Court

The Bill of Rights guarantees that an American accused of a crime will receive a fair trial. The 4th Amendment prohibits "unreasonable searches and seizures" (such as those no allowed by the Chemical Weapons Convention). The 5th Amendment guarantees due process of law, requires indictments before prosecution and forbids double jeopardy. The 6t Amendment mandates "that in all criminal prosecutions, the accused shall enjoy the right to a speedy and public trial, by an impartial jury of the state and district wherein the crim shall have been committed."
