Introduction

The number of state and federal prison inmates has recently surpassed one million, a number larger than all but a handful of the largest U.S. cities.2 These numbers do not include the nearly half-million persons held in local jails.3 In addition to th ose persons held in prisons and jails, over three and one-half million men and women were on probation or parole as of 1992.4 All told, the number of persons under correctional supervision in the U.S. currently exceeds five million.5 At current rates of increase in incarceration, almost two million persons will be ...
