Terrorism, law and special operations: Legal meanings for the SOF commander

The legal meaning of terrorism has become exceedingly broad and obscure. Encompassing forms of guerrilla or irregular warfare1 against military targets and criminal attacks on noncombatant2 urban populations, the term "terrorism" is losing all operational precision.

As a result, planning and executing counterterrorism operations could become excessively confused and difficult.
