The Bakke Decision - 30 Years Later Cause for Concern? Yes. For Despair? No

"I finally understand why White men have so many laws," once said a Native American leader. "It's because they are a lawless people."
Although not everyone may agree entirely with this observation, there seems tittle doubt that, at least in the area of civil liberties, whenever a law is passed designed to promote equality, it is quickly followed by reactionary legal maneuvers intended to undermine the law.
