"Oceans" seem to be getting a lot more visibility these days on Capitol Hill. Witness recent events such as Congressman Curt Weldon's remarkable meeting of the Advisory Committee on Protection of the Seas (ACOPS) in May, the request by Congressman Sam Farr (plus 77 of his House colleagues) for a White House Conference on the Oceans in 1998, Senator Ernest F. Hollings' call for another Stratton-type commission, and Senator John F. Kerry's efforts to secure a congressional resolution is support of the UN's International Year of the Ocean also in 1998.
