INTRODUCTON

The Section for Professional and Organizational Development (SPOD) of the American Society for Public Administration (ASPA) is pleased to sponsor this symposium on how government reinvention affects professional and organizational development broadly defined. Reinventing government bills itself as a new paradigm to replace traditional bureaucratic models of government. Proponents see it as a much needed way of changing public-sector culture, simplifying rules, abolishing red tape and facilitating innovation.
