ATLANTIC CITY - Terri Lingham-Muhammad remembers when her daughter Ina was a lot different.

As the 18-year-old Ina sits with her head slumped facedown in the crook of her arm, one of Ina's nieces puts a collage in front of her. Ina never looks up, but pictures on the poster board show her smiling, all dressed up for dance class or posing in a gold and orange African dress.

Ina has Down syndrome, but it was actually an incident of bullying six years ago, Lingham-Muhammad says, that made her withdrawn. Her classmates threatened her, one even telling Ina about a gun that she was hiding in ...
