Well into the 20th century, organized Union vets influenced national policy through strength of numbers.
The Grand Army of the Republic (GAR) was the most powerful lobby of the latter 19th century. It was founded at Decatur, III., in 1866 by Dr. Benjamin Franklin Stephenson, an obstetrician who served as a surgeon in the Union Army. Though gradual in growth, the group was soon a potent force.
Over the half century from its inception, through the collective power of the GAR, veterans achieved influence perhaps unprecedented before and unmatched since, in American history.
