Posse Comitatus and unity of command

As more and more Guardsmen are called for homeland security it is wise to be aware of posse comitatus, its intent and unintended consequences.
One of the tenets of air power-arguably the oldest concept-is unity of command. The same goes for combat on the ground or at sea.
As far back as Hannibal's battles with the Roman Legion, victory has depended on coordination, which is best achieved by vesting a single commander with the authority to direct all forces employed.
