The Canberra Commission on the Elimination of Nuclear Weapons, an independent panel of 17 international government officials, scientists, disarmament experts and military strategists, presented its final report on August 14. Established by the Australian government in November 1995, the commission's mandate was to propose practical steps for a concrete and realistic program to achieve a nuclear weapon-free world, including ways to maintain stability and security during the transitional period and after the goal is achieved.
