ARGENTINE writer Jorge Luis Borges once described his birthplace as "such an outrageous city that nobody can ever learn it". As I step on to its teeming streets, I begin to understand his words, for the very pulse of this city can be felt instantly.

This is a metropolis in which the mixed European nationalities have played out their deeply felt emotions and dreams on the neutral territory which South America provides.
