The operator of the Capitol Complex Cafeteria for the last 11
years said he's glad the state and Kanawha-Charleston health
departments finally shut it down.
Carl Frame said he almost quit a month ago because he wasn't
getting any help with maintaining the 30-year-old cafeteria from the
state General Services Division and the place has needed upgrading
for years.
