CINCINNATI - A drive of less than a mile up Vine Street from the Ohio River once showed Cincinnati at its worst - filth, decay and crime.

The city's main drag starts amid stone, steel and glass high-rise offices. But those buildings quickly give way to 19th-century brick facades and a seamier side, a neighborhood called Over-the-Rhine, just north of the downtown business district.

Over-the-Rhine was hit by riots two years ago after an unarmed black man was shot and killed while fleeing a white police officer. The broken windows have been replaced, but some businesses, such as the new upscale ...
