This week representatives of about 50 nations are meeting in
Washington to discuss how to orchestrate humanitarian aid to the
former Soviet Union - now the so-called Commonwealth of Independent
States.
In light of difficult economic conditions here at home, it is
understandably unpopular to champion providing foreign aid to what
was, until recently, the Soviet Union. But Americans might well be
far more willing to spend if they recognized a direct relationship
between the aid provided and their own national security.
