Why slum status for the East End ?: Other strategies might well yield stronger results

THE city of Charleston and the Charleston Urban Renewal Authority
are considering whether to declare all of the East End north of
Washington Street to be a slum.
Hadn't heard? Now you have, and, believe me, it's a big deal.
The idea isn't such a good one.
The intentions behind it clearly are good: Revitalize the East
End.
But if revitalization is the goal, then designating block after
block as a slum (and its twin brother, blight) is not exactly the
most auspicious or positive manner to reach it. In fact, it could
make matters worse.
