The Interagency Council on the Homeless, left for dead when Congress cut off its funding in October, has reemerged, perhaps stronger than ever, as a working group under the stewardship of the White House.

In memos distributed over the last week, Housing and Urban Development Secretary Henry Cisneros and Carol Rasco, assistant to the president for domestic policy, informed participating agencies and interested advocacy groups that the council would become part of the Domestic Policy Council, which Rasco heads.
