Peru's New Constitution: A Half-Win for Fujimori

Peruvian President Alberto Fujimori's victory in Sunday's referendum on a new constitution was diluted by a narrow margin for a president long considered invulnerable, analysts said today.

The new constitution, written by a government-dominated special assembly, won 53 percent of the vote, according to exit polls by two independent polling agencies. Supporters of Fujimori, who dumped the previous constitution in an army-backed coup last year, had predicted that the new charter would win at least 70 percent of the vote.
