The Congressional Hispanic Caucus, before this year not big enough to have subcommittees or host a national conference, this week used new-found influence to temporarily block a $1 billion unemployment compensation bill from reaching the House floor.

House Democratic leaders Thursday postponed a vote on a routine extension of unemployment benefits after Hispanic Caucus Chairman Jose E. Serrano (D-N.Y.) threatened that the House's 20 Hispanics would oppose a key procedural motion.
