As Shining Path Dims, Peru's Prospects Brighten

Nearly a year after the capture of Shining Path leader Abimael Guzman and several of his top lieutenants, Peruvians are beginning to believe that the 13-year war against the Maoist insurgency is finally winding down and may soon be over.

While they often differed on Peru's political and social problems, officials, military leaders, human rights workers, farmers and academics interviewed here and elsewhere around Peru agreed on one point: Shining Path is nowhere near the threat that it was before Guzman's capture last September.
