Clarke Aims to Shore Up D.C. Finances; Ex-Council Chairman Is Big on Details in His Comeback Attempt

David A. Clarke said yesterday that he should be the next chairman
of the D.C. Council because the time he already has spent doing the
job gives him unrivaled expertise to restore the city's financial
health and make neighborhoods safer.
Clarke, a Democrat who was the council's chairman from 1983 to
1991, said he decided to seek the office again because he believed
the May suicide of his successor, John A. Wilson, left a leadership
void on financial issues that other lawmakers lack the experience to
fill.
