Kansas, Missouri Rivers Surge; Defenses Hold; But Saturated Levees Are Springing Leaks

Under a cloudless sky, the heaving Kansas and Missouri rivers collided here today, sweeping away records - but not the city's strained defenses.

Swollen by heavy rains over the weekend, the Missouri crested today at 48.4 feet, a little more than three feet below the city's system of levees and flood walls, but more than two feet higher than the record set during floods in 1951. The National Weather Service said the Kansas River, which peaked at 54.4 feet, could rise further but was unlikely to overflow its walls.

But with levees sodden and some concrete flood walls springing "garden hose" ...
