Russian Deputies Claim Ukraine's Naval Base; Kiev Angrily Rejects Move for Sevastopol

Russia's conservative parliament declared today that the Ukrainian Black Sea port of Sevastopol is Russian territory, renewing a conflict that could help discourage Ukraine from giving up its nuclear weapons.

Ukraine immediately denounced the Russian parliament's resolution and a key leader of Kiev's parliament warned that, if unchallenged, it would scuttle hopes that the Ukrainian legislature will now support its government's promise to give up nuclear missiles inherited from the Soviet military.
