Nations Weigh Aid to South Africa; World Bank, IMF `Itching' To Make Loans

Like so much else about this country, South Africa's profile as a
recipient of foreign aid has been disfigured by apartheid.
The United States sends $80 million a year in aid, more here than
to any other country in sub-Saharan Africa, despite South Africa's
standing as the region's wealthiest nation. But the money comes with
a string attached: not a penny may pass through the hands of the
South African government. All of it goes to anti-apartheid and other
non-governmental organizations.
By contrast, the World Bank and the International Monetary Fund
have sent no money this way in decades, ...
