When the United States built Radio Free Europe's headquarters on
the edge of Munich's lush English Gardens in the early 1950s, the
structure was designed for quick conversion into a hospital. Surely
communism would not last in Eastern Europe, the planners figured, so
the U.S. radio station should double as something its German hosts
could use.
Four decades later, communism has vanished from Eastern Europe,
but there is no sign of any doctors or nurses here.
