Runaway Training . . . Why Educating Poor, Unskilled Workers Won't Land Them Jobs

PRESIDENT CLINTON'S plan to "end welfare as we know it" appears to rely heavily on a familiar remedy: two years of education and training for adult recipients after which they would presumably be able to find jobs at decent wages in the private or public sectors.

Certainly the president can find anecdotal support for his proposal in the glowing tales, often reported in the press, of how job training helps welfare mothers and underclass youth transform their lives.
