Mendoza to run with or without party's blessing; City councilman says he's running against Mayor Charlie Smithgall to bring "honesty and integrity" back to city half. [Corrected 03/18/05]

After years of hinting, Luis A. Mendoza officially announced
Wednesday that's he's seeking his party's nomination to run for mayor
of Lancaster.
The two-term city councilman will challenge his fellow Republican,
Mayor Charlie Smithgall, for the city GOP endorsement.
He's not likely to get it but he's welcome to try, the head of
city Republicans said this morning.
Little matter.
Word from the Mendoza camp today is that Mendoza plans to take his
fight against Smithgall all the way to the primary, with or without
the GOP blessing.
