Latin Leaders Criticize Growing U.S. Nativism; Trend Is Said to Threaten Improving Relations

Like a dark cloud hovering above the sunny picnic of the Summit of the Americas, Latin American leaders say California's Proposition 187 and the growing nativism of U.S. voters and politicians threatens to spoil prospects for improved relations within the hemisphere.

Guatemalan President Ramiro de Leon Carpio had barely exited his airplane here today when he attacked Proposition 187, calling it "a flagrant and massive violation of human rights, especially to children."
