Ephrata Borough residents will see at least a 40 percent electrical rate hike starting Feb. 1, 2004, under a preliminary five- year contract approved Monday by borough council.

Council approved a plan to purchase electricity from Houston- based Reliant Energy, the lowest bidder of six energy suppliers that submitted proposals. A complete contract will be signed later, but the price is "locked in," officials said.
