Arlington Has Exodus Anxieties; The Threat of Losing Some Major Employers Ends a Winning Streak

When the Navy decided last year to move 11,000 employees out of
Crystal City, Arlington County leaders expressed an unusual
sentiment: confidence.
Arlington's office market was so strong, they said, that the
loss of the Navy, though painful, would be offset quickly by the
addition of other large organizations.
The public pronouncements were similarly upbeat in January,
when newspaper publishing giant Gannett Inc. surprised county
leaders by announcing plans to abandon its trademark 31-story twin
