City Sings the Blues; Chattanooga's Bessie Smith Hall: A Star That Never Was

After 10 years and $4.3 million, Bessie Smith Hall is nothing more than a shell of a building.

It started as a project to memorialize the Chattanooga-born "Empress of the Blues" and as a catalyst for redeveloping the city's black business district, which once thrived with music clubs, restaurants and shops, but is now a strip of crumbling buildings and boarded storefronts.

The hall has become, some say, an embarrassment to the city. Plagued by squabbles and poor organization, developers still need another $1.3 million to complete it, and until then, the renovated 23,255-square-foot ...
