The May 13 editorial on safe drinking water legislation
presumed that consideration of amendments on the issue of unfunded
federal mandates is a veiled attempt to stall environmental
legislation. It advocated that no such amendments should be
considered or included. Many in Congress do not agree.
Environmental mandates are some of the most expensive and
burdensome federal requirements that states and local governments
