REVIEWERS, IT is sometimes complained, should concentrate on the book the author has written, not on one they wish he or she had written. It is, alas, an idle injunction. There are books which, though impeccable on their own terms, should have been written differently. Harry Kelsey's fine but frustrating biography is among them.
