Not long ago the Naval Surface Warfare Center in the White Oak area of Montgomery County was just another obscure military base headed for quiet extinction, a largely unmourned victim of cuts in the nation's defense budget.

But in a remarkable turnaround, this base straddling the Prince George's County line is scheduled to become a major employment center in suburban Maryland, as home to more than 2,000 new civilian jobs and almost 1 million square feet of new office space. It will be transformed during the next five years from a low-profile research facility into a Navy office park.
