BERLIN'S COMMUNIST city government has become embroiled in a furious row over its plans to erect a monument to the murdered founder of the German Communist Party, Rosa Luxemburg.

The idea is one of the first cultural projects to be launched by the Left-wing coalition of Social Democrats and reform Communists that was elected to power last October with a mandate to tackle the city's crippling pounds 32 billion debt.
