As Japan emerges from its "lost decade" (1990-2003), many political observers are labelling this a second restoration after Meiji. But curiously, like Meiji, Japan is tilting towards the West again, although it is the United States that is "modelling" Japan's "second restoration," unlike Europe in its first restoration.

On a visit recently to the famous Musee Guimet in Paris, I specially paid a visit to a unique collection of Japanese estampes or prints in the rotunda library on the third floor, focused on the "ukiyo" period of Japanese contemporary history. The Guimet had in fact described ...
